The SIU says there's no basis to lay charges, after a man was bitten by a police dog.
Police were called to a domestic violence incident in St. Catharines in July 2018.
A woman was assaulted and a 27-year-old man took off.
A police dog found the man nearby and he was bitten in the neck and face.
The man was arrested and taken to hospital.
The Special Investigations Unit says there are no reasonable grounds to lay charges against the dog's handler.
